Which entity you contract with depends on where the work is delivered, and is set out in the contract itself, not here.

Enquiries you send us
When you send an enquiry, do not include confidential information you are not free to share. We treat what you send as described in our privacy policy, but a website form is not the right channel for anything commercially sensitive.
